I'd say that the authorities in this Austrian town have way, way too much free time on their hands:

The report is a load of bollocks, it's not a patent, it's a trademark. It's simple marketing, a slogan protected by trademark law, in the same way that only certain french regions can call their sparkly booze "Champaign", etc.
What's more interesting is: google for the trademark id "AM 7738/2003", and you'll find a whole stream of news sites that repeat this nonsense as if it was news or relevant. Hell, for all we know some clever marketer in Bad Frauenkirchen fired off a bunch of mails to get a bit of free PR...
